What do you mean by "blinking in and out"?  My NetworkManager applet is
always display in my top gnome panel.  The icon always displays the
network status:  wired (looks like a mouse to me), no connection, etc.

If you're not connected to any network and have a wireless card, you
should be able to click the icon and it will display a list of available
wireless networks.  Click on the one you want and it will prompt you for
SSID, WEP/WPA keys, etc.

When its connecting to the WAP, the icon turns into a couple of small
dots.  When the first one turns green, you're associated with the AP and
the other one turns green when you've gotten your IP address and stuff.

It usually times out after a minute or so if you can't connect to the WAP.
