There's a fairly simple solution to this.  Create a 'cd' group and add
the necessary users to this group.  Then:

    chown root:cd /usr/bin/cdrecord
    chmod 4750 /usr/bin/cdrecord

This makes cdrecord only executable by root and members of the cd group,
and makes it suid so that a normal user can run it.
