Most of the noise is resonance. So if you want, you can put some
material inside the box. There are "things" like that for sale. And you
can isolate the motherboard from the chassis, too. This isolating makes
those extra fans most important, but my friends have said that this
really works. And with fans and filters your pc will be cleaner. 
I have cats, Norwegian Forest ones, and I know what is going inside
there... Uh... :-\ 
Watercoolers are a little bit "experimental", I think. You always need
the water... And if something happends...
