first, if you have the licq tarball (which I don't suspect you do,
seeing as you don't know how to unpack tarballs) there should be a
plugins directory inside the licq directory.

to unpack tars, first, if it has a .gz (gnuzip) run gzip -d
filename.tar.gz, if it has a .bz2 (it's a compression utility that uses
a newer algorithem than gzip and compresses things to a much smaller
size, but it takes quite a bit longer to uncompress, fittingly so) run
bzip2 -d file.bz2. Then, run tar -xf file.tar.
