I agree that the best thing would be to have
1 admin team
1 website admin team
1 mailing list team (though you just need to fix the rules ... )

....with predefined roles

The wiki format of the website does not seem to be encouraging
contribution. It is not suitable for putting in projects and such
content. It may be better to let everybody contribute freely, edit
their own contributions and not others (unless the content in question
is put into collaboration mode)... and put them under appropriate free
licenses.
