What's to respond to? The unspecified third party doesn't give any
details. "Codecs are bad. Too few tools." How do you respond to a
report like that?  "The codecs are great! There are plenty of tools!"
wouldn't help much.

What did he try to do and what were the actual problems he saw?
The summary posted there reads like "These open-source tools don't
work exactly the same way and have the same feature set as the tools
I'm used to, and I didn't want to figure out a workflow for new
tools"; and there's really no answer to that.

And without knowing the "requirement for CBT development project",
who can say whether the open-source tools are adequate?
