[Techtalk] How to design temptates?

Hello,

Is there anyone who knows how to do forms? I got this assingment where I
should design/renew my clients form temptates. What program you suggest?
These documents need to open and fill with OpenOffice writer or MS Office
Word.
The forms are used when, for example someone is selling a house and need to
examine its condition.
