I've been using System Rescue CD for years to good effect -
http://www.sysresccd.org .  It is well maintained and geared
specifically at being a rescue utility CD rather than a LiveCD for a
distro. I don't know how or if floppies would be an option, but I know
it works well from a USB stick.
