[Techtalk] help meee epson scanner Dapper die hotplug die

hey all,

I dist-upgraded a couple Kubuntu Breezy boxes to Dapper, and I'm thinking of 
rolling them back. Just one niggling problem after another.

I am struggling with getting the scanner on my Epson Stylus CX4800 to work for 
an unprivileged user. It scans as root, but no matter what I do it won't work 
for any other user. The scanner is not detected. Here is what I have done:

- sane-find-scanner sees the scanner
- scanimage -L only sees it as root
- edited /etc/sane.d/epson.conf appropriately, and I am very unhappy that the 
upgrade stomped most of my configs
- used to be changing the /proc permissions, like chmod 
a+rw /proc/bus/usb/[scanner]/[id] would let ordinary users run scans. But 
that does not work anymore.

Sooo. What to do? I'd like to know how to control usb hotplug, for starters, 
since it is a source of continual vexation. And I want to know why TF aren't 
basic functions like scanning and printing on supported effing devices 
working right yet on effing Linux, and where is the effing sekkrit 
documentation for usb hotplug. <growl>
