I have:

LANG=en_US
LC_COLLATE=C
LC_TIME=nl_NL

At first i got no change, after a reboot (to change kernel) things did 
start to work. So the addition of LC_TIME did solve my problem.
This system tends to be on 24/7 with a reboot only when needed for 
maintenance.
