What the person is saying:

When his laptop is not connected to the network, and he starts up
OO on it, OO "knows" that there might be networked printers, so
it hunts for one. Since there is no network, it gets no response to
its queries, but it waits for responses anyway, and waits too
long before giving up.

I wanted to see if there was any followup, so I went to
bugs.debian.org, entered the bug number and clicked Search,
to get to http://bugs.debian.org/cgi-bin/bugreport.cgi?bug=205182

That page says it was an OO bug which was fixed in OO 1.1 (if you
scroll down past the mail headers to the last comment).

You didn't say what version of OO you were using, or what version
of Debian. Is it OO 1.1 or later? If it is, perhaps they were wrong
to close the bug. You could file another one, either with the OO
people (though they're working on version 2 now, I think, and might
not be interested in bugs in older versions) or with Debian (since
it's still a problem with the version they're shipping).
