3.0Mbps/384Kbps DSL with static IPs here.

A few months back I had to restart my modem/router nearly everyday. 
My provider got their end fixed and I haven't had to restart for at
least 3 months now.

Especially with a 41% packet loss, I'd say you have a network error.
 Check your connection from your provider and then yell like heck.
