3.0Mbps/384Kbps DSL with static IPs here.

A few months back I had to restart my modem/router nearly everyday. 
My provider got their end fixed and I haven't had to restart for at
least 3 months now.

Especially with a 41% packet loss, I'd say you have a network error.
 Check your connection from your provider and then yell like heck.

It is the things in common that make relationships enjoyable, but it
is the little differences that make them interesting.
