Try mtr(8), traceroute(8) and a bunch of telnets all over the place while
running tcpdump.
See your WAN interface SNMP stats. Lots of errors could imply a bad
connection.
If you see retransmits, you have network problems.

Oh, and I find that testing is usually faster than asking other people
if the network is slow :).
