If I didn't know better, I really would start suspecting the cable.
Could they have sold me a dud cable?
Or is there a way I can test whether the network card in the desktop is
still working?

Again, when the renegotiation is attempted, tcpdump doesn't pick up
anything on the laptop either.
The result when a ping is attempted from the laptop to the desktop is as
much as one would expect:
09:41:49.769695 0:0:86:53:f:a9 ff:ff:ff:ff:ff:ff 0806 42: arp who-has
192.168.33.1 tell 192.168.33.2
(and so on)
