[Techtalk] The Return of the Network Failure

Sorry folks, to bother you again, but the original solution to my
network problem (to run mii-tool with the -F (force) option)
no longer works. I have now made sure that both the laptop and the
desktop are running the same kernel (Debian 2.4.26-1-686).
One strange thing that seems to be happening is that the desktop thinks
that the link is up, while the laptop insists that the link is down.
Here is "dmesg | grep eth0" on the desktop after several attempts to
restart the link:
eth0: NatSemi DP8381[56] at 0xc8934000, 00:02:e3:1f:d9:b4, IRQ 10.
eth0: autonegotiation did not complete in 4000 usec.
eth0: link up.
eth0: Setting full-duplex based on negotiated link capability.
eth0: link down.

eth0: Autonegotiation advertising 0x5e1 partner 0x81.
eth0: link up.
eth0: Link wake-up event 0x40020b
eth0: Autonegotiation advertising 0x5e1 partner 0x00.
eth0: link down.
eth0: Link wake-up event 0x40020b
eth0: Autonegotiation advertising 0x5e1 partner 0x81.
eth0: link up.
eth0: Link wake-up event 0x40020b
eth0: Autonegotiation advertising 0x5e1 partner 0x00.
eth0: link down.
eth0: Link wake-up event 0x40020b
eth0: autonegotiation did not complete in 4000 usec.
While the laptop just has this one line:
eth0: Megahertz 57B at io 0x300, irq 5, hw_addr 00:00:86:53:0F:A9.
The ifconfig command on both of them shows that eth0 is up.
I have tried the mii-tools force command (and renegotiate and reset
commands) from both the desktop and the laptop, to no avail.
What should I try next?
