Here's what I do, which seems to work well enough (this is an example
from my actual .muttrc, so some editing will almost definitely be
necessary)
folder-hook . 'set pgp_create_traditional = no'
folder-hook List\:.* 'set pgp_create_traditional = yes'
Then I can simply add more hooks for more folders I want changed, and
can rest-assured that it will be changed back to my default as soon as
I switch to another folder.
