Relative paths work fine from Unix versions of CVS. It not working for
the WinCVS client must be an issue with that client - or its use of \
vs / for path separator.

And once you are within a working checkout, the repository is read
from the Root file in the CVS directory. That trumps your environment
variable - but does not override setting it explicitly with the -d
flag.
