What's in your messages log (/var/log/messages) when it dials and
disconnects?  I saw something similar with a missing kernel bit that I could
have sworn I'd checked before I recompiled, but apparently not...  I can't
remember what it was that time, but a quick read of the msglog made it easy
to find and set.
