[Techtalk] Problems building a computer

Hi, everyone,

My company, looking to save money, is having me rebuild systems into
rack mount cases.  It's worked out a couple of times.  Right now I am
wasting way too much time and getting nowhere.

Here's the problem:  I have a Shuttle AK32A motherboard, an AMD Athlon
XP 1800+ processor with appropriate fan, 512MB or memory, two 20GB hard
drives (both Seagate), CD-ROM drive, a video card, an LVD SCSI card, a 3
Com network card, and a floppy.  The power supply is brand new and is a
300W ATX supply.  I put it all together.  I turned it on.  The green
light on the network card went on but nothing else happened.  I started
removing things.  If I get down to the motherboard, network card, and
the power supply I get the same result.  Nothing except a green light on
the network card.

I find it hard to believe I've shorted out the mother board because if
I'd have done that power wouldn't get to the NIC.  Besides, when I did
that in the past I fried both the board and power supply, and the supply
is clearly putting out some power.  I changed power supplies.  No
change.

Suggestions?
