OK, thanks to hpa on IRC, I know that I need ingress (incoming) shaping,
which is described in 9.7. The Intermediate queueing device (IMQ),

This all makes sense, since it's incoming traffic that floods a modem,
in general.
Unfortunately, as far as I can tell, that requires patching both the
kernel and iptables. I'll report once I've had time to fiddle with that.
