Seconded. In addition, external RF interference can also cause power 
irregularity, also causing Windows to lose it's mind. This can be caused by 
unshielded speakers, fans, radios etc. being too near the PC.

If flaky voltage is the cause, the problem can compound itself if the power 
variance causes your hardware to start to go bad.
