The file should be /etc/resolve.conf

It does sound like a DNS problem. I'd talk to one of my local network
guys and find a nearby DNS server to use. I had this problem last year
when my ISP, CompuServe, did some work with their DNS server. Couldn't
talk to anything by CompuServe itself. Got a DNS number from a guy I
worked with and everything is happy.
