I've heard good things about Quanta (for KDE)
http://quanta.sourceforge.net/ and Bluefish (GTK)
http://bluefish.openoffice.nl but I haven't tried either of them yet.
You also might be able to get Emacs/XEmacs extensions for html authoring.
