At one company that shall remain nameless, where someone I know personally 
works, it's a matter of the LAN staff not being given time. It's a smallish 
company with less than 100 employees. The LAN staff also doubles as support 
staff for one program the company develops. The company sees more value in 
supporting the product where the customers notice the difference than making 
a functional or secure LAN. If the LAN folx spend too much time in the server 
room they are reminded to get more time on the support phone.
