In order for procmail to work, your incoming mail must be filtered
though the procmail executable. If anything, this step is the one that
is probably skipping procmail.

Can you post the first few lines of your .procmailrc (say, the first
three recipes) so that we can see if there is a problem with it,
otherwise the problem is probably with this step.

Try a different approach to mail downloading to see if that helps. The
program 'fetchmail' is the solution I'd suggest - it is very sane, and
is very well documented (its man page is better than most). It can also
be set up to run in the background, popping your mail every x minutes.
