I'm having this vauge brain thing that's saying "it's a compile time
option" -- which is to say that I think (keeping in mind it's been years
since I futzed with pine in any indepth way) that refresh is amoung the
options that you can chose to be system wide (and therefore only
changeable by the sysadmin) rather than user-specific -- generally chosen
for security or other adminly reasons (i.e. keeping the lusers from
setting their refresh to 1 second)

I could be wrong, though..but if someone wanted to look in deeper that
would be a place to start...:)
