IBM offers their Via Voice voice recognition for Linux.  They may have
other tools as well.  Linux-Mandake 8.0 includes Via Voice in the Power
Pack ($69.95 boxed 7 CD set).  I am not visually impaired and I don't know
if this will fit the bill, but it's probably a good place to start.
