Two easy/quick/cheap forms of write-once-use-on-any-platform 
front end design:

Java
HTML

Both give you basic front-end tools. Back end of the HTML - well,
see any CGI-script tutorial for your chosen language.
Back end of the Java would be servlets, most likely, which is a
whole other kettle of fish...
