The POP protocol has fairly easy commands:

telnet kathweb.net 110 [this should connect you, of course]
USER username
PASS password [yeah this is echoed back to the screen]
LIST [should give you a lista messages]
RETR messageno [should echo messageno message - careful of large
attachments :)]
QUIT

There's also DELE [messageno] but maybe you don't want that.

If all this works OK then it must be an Outlook Express problem. If you
have a Linux box handy maybe also try fetchmail.
