on redhat and it's variants, it's /etc/securetty, I'm nto sure if this is
true of other distributions though
it's just a list of the terminals root is allowed to log in on
having values like tty1, tty2, etc means root can log in from the local
terminal, having ttyp1, ttyp2, etc allows remote users to log in as root
