I can't find the license for Scratch, after looking for a few seconds, so I'm
not going to comment on it.

Alice has a fairly generous license: http://www.alice.org/index.php?page=license

Squeak also has a liberal license:
http://www.squeakland.org/plugin/installers/ux.html

I don't know if either of them pass the OSI's definition for open source, but
they both look to be free as in speech to me.
