I just got hosting sponsored for my site http://translate.swatantra.org/ 
on 3ix and found the price pretty reasonable since a friend of mine had 
already sponsored the
swatantra.org domain name. Since you already own linuxchix.org.in domain 
name I think the
issue is similar. I think getting hosting and a free hand to the admins 
could be the
first step in ensuring 'creative and independent flow of thought  and 
action'.
