[Announce] Chapters

Various chapters have changed chapter organisers lately, and we have a
new one in Lithuania.

If your chapter organiser has been unresponsive, please check the web
site and try again - there may be an eager new organiser. 

If you try it and get someone unresponsive (perhaps someone who gave up
a year ago), PLEASE let me know. And please consider being a chapter
organiser. I'm sure the new 'chapters' list will make it easier -
discussing things with other organisers has got to help.
