I don't think this is the case.  I just tried it with 8 and all I did was edit the file, didn't even restart any daemons.  I don't have a 7 box to play with, but I'm pretty sure it's the same.  in fact, I'm quite sure the change is immediate...anyone have a play box to confim with?
