[Techtalk] apache2 and directory listings with capitalized names of files

The + and - signs tell apache that your options should be added (or 
subtracted) from the existing list of options:

http://httpd.apache.org/docs/1.3/mod/core.html#options

So if you want to overwrite the current options, you don't use them, but 
if you want to just modify the current options, you do.  And I guess in 
your case, if there *are* no current options, you also don't use it.
