No, any decent DHCP server will not do that, as the RFC specifies that it   
should try to provide the same IP address the the client each time. For this 
reason the DHCP server normally stores the IP addresses it has handed out so 
it can know on reboot.

Many routers will not allow you to do this... This is most often found  on 
full DHCP servers, but not in the simple implementations on embedded units. 
Unless they be linux based and are using ISC dhcp  ;-)
