My shell scripting is weak, so I'll let someone else take a crack at
the syntax for checking networking. 

The /etc/init.d/functions include that you commented out contains the
killproc that is called later in the stop function. I have attached
that file from one of my RHEL 4 machines so you can reconstruct what
you need using it as a guide.
