Exactly. IMHO creating /etc/environment with
export LANG=C
should be sufficient, although unnecessary if your system was setup with 
LANG=C (you should create this file if you want e.g. LANG=de_DE for german. 
If I understood my debian book right you can write in this file the 
environments which are not set by the shell when starting an X-Session with a 
display manager. The X-session doesn't set certain environments which were 
set by the shell if you logged in via 'login', i.e. the shell, instead of a 
display manager
