Maybe only tangentially related but NoCat (http://nocat.net/) has an
authentication server that can be used as a central way of allowing
internet communication. Haven't really tried it extensively but
possibly a good way of giving users 30 minutes to surf the web or
something. Searching for cyber cafe and the likes seems to turn up
some hits on freshmeat.net as well.
