Carla,

I think your issue may be your scanner.  The Epson CX 4800 only scans at
600dpi at 48bit (24 bit compressed) versus 1600 - 4800 dpi at 48bit for a
photo scanner.  You're not going to get "perfect" photos with a scanner but
you can get pretty decent results with an acutal photo scanner.  I use the
Epson 4490 with SANE and GIMP. I get pretty good results, for older photos I
do have to fuss around with the color settings.
