Hi Caroline,
This project is working on a somewhat similar problem.

Their current strategy is that people submitting data must work with a
database person and tag their data with metadata. I believe they are
discussing how to streamline that process though. The hands-on approach
works because the domain is fairly small (forest canopy research) so even
though the datasets can be large, the number of datasets is not.
