You can do a whois on the netname of the second listing there,
$ whois NET-63-194-190-0-1 at whois.arin.net
to get a look at the listing for that particular network. Essentially,
County of Santa Cruz is a customer of Pac Bell and has been assigned that
network by Pac Bell.
You can also do arin searches online at http://www.arin.net/ and they
hyperlink the netnames across the listings, which is more intuitive.
In this particular case, it looks like County of Santa Cruz lists a
pacbell contact for abuse, and that is who you would want to report your
issue to. They probably have an office machine with a virus or trojan on
it.
