Try these two tests:
1. run some remote traceroutes from traceroute.org. This will give you an idea
if the problem is local to you, or more widespread.
2. run the excellent utility mtr from your pc, like this:
$ mtr linuxchix.org
Give it a hundred passes or so. This might pinpoint a bottleneck between your
PC and linuxchix.org. Usually when you get timeouts like you describe,
there's some big packet loss somewhere.

The other possibility is something is awry at the linuxchix.org server, but
that seems less likely, as many people have no trouble accessing it
