[Techtalk] Mailman mailing lists: administering topics

Hi folks,

Mailman 2.1 has a 'topics' feature (which the courses list here uses)
which lets list members put [TOPIC NAME] in the subject of their posting
and which allows members to subscribe to and from various topics.

Are the topics that an individual member has subscribed to configurable
by an admin of the list? I'd like to use the topic feature as a
substitute for a bunch of little lists.
