Probably not, but it doesn't hurt.  I have had to do it on freshly
installed source rpms from Redhat, so now it's the first thing I do
after installing new kernel source.  It's annoying to get most of the
way through the build to have it fail because whoever created the
source rpm forgot to run "make mrproper" first :-(
