The normal upload process is:
package maintainer creates package -> package maintainer uploads to
unstable -> testing scripts upload to testing -> Debian stabilises and
testing becomes stable
The normal process is bypassed for stable security updates obviously,
but not for testing security updates, so packages follow the normal
process of being uploaded to unstable and eventually moved to testing (I
think the normal criteria is 10 days AND equal or less release critical
bugs than the previous testing version, but manual overrides are
possible).
In other words, unstable gets security updates earlier than testing
because unstable is where new versions packages go first.
