[Techtalk] gtk-config --cflags no work RH 9

I was trying to install a program on Red Hat 9.0
but the make file fails. It says that the
gtk-config --cflags command can not be found
This is really strange. I checked it out and this
command ( command line with root ) works perfectly
in both my Red Hat 7.3 and Red Hat 8.0 systems,
but not with Red Hat 9.0   I have no idea why.
Could some one tell me how to get this command
to work in Red Hat 9.0 ?
