You and a million other people :)  I deal with so many Internet
technologies, I was more or less forced to grokk my way through it.  If you
really want to understand it more, this is the resource I recommend for
char set newbies:  http://www.joelonsoftware.com/articles/Unicode.html. 
It's only a few pages long and he really simplifies the whole mess.
