I do not know where to find weblint. Here are some alternatives:

HTML-Tidy: 
    http://tidy.sourceforge.net/
The validator used by the W3C: 
    http://validator.w3.org/source/
The validator used by the Web Design Group: 
    http://www.htmlhelp.com/tools/validator/

However, you should be able to install many RH 6.x rpms onto a RH 7.x
system. It won't work for everything. But it is worth a try.

Btw: the WDG validator is really _really_ picky when I run my
files through it. It looks like it is difficult to install unless
you have a lot of perl modules, too.

"tidy" (HTML-Tidy) is a lovely program, though.
