[Techtalk] Aopen FM56EXV Modem Problem

This Aopen FM56EXV modem is less than a year old. It was working just 
fine until about 2 weeks ago. At that time my downloads reduced to 
between .6 and .9kb. Then connection shows that it is only 9800. 
Yesterday I tried using a different isp. The downloads increased to 5.6 
that reduced to 1.4 during the download. It still shows it is only 
connected at 9800. I have read and reread the ppp, serial, and modem 
howtos. I can't find anything to solve this in them. The phone company 
has checked my phone lines and there is no noise. We run all new phone 
lines in our home. None of these has solved the problem. There was some 
vj decompression errors but I stopped that by putting novjccomp in the 
/etc/ppp/options. When I do ifconfig ppp0 it shows there is 9 errors 
with RX. I can't find what would be causing these errors. /var/log/debug 
and /var/log/messages has nothing about any errors. I don't know where 
to go from here. Any help would be greatly appreciated.
